Dear Mr. Gooch:
The Division of Solid and Hazardous Waste, with the assistance of its consultant Techlaw Inc., has
completed its review of the referenced HHRA Protocol and Air Dispersion Modeling documents.
The HHRA Protocol document outlines the procedures that will be used to evaluate the human health
risk associated with open-burning and open-detonation at ATK's Promontory facility. The Air
Dispersion Modeling Report explains how the modeling was conducted and summarizes the results by
comparing them to National Ambient Air Quality Standards (NAAQs) and Utah Toxic Screening Levels
(TSLs). The results of the air dispersion modeling will be used in the human health risk assessment that
is required by ATK's RCRA Permit.
Based on our review of these documents, it appears that ATK has addressed all of the issues that the
Division has identified in previous correspondence and discussion with the facility. Therefore, the
HHRA Protocol and the Air Dispersion Modeling Report are hereby approved.
These approvals are required by the Permit prior to conducting the HHRA. In accordance with Module
IV of the Permit, ATK is now required to submit the HHRA Report within 90 days of receiving
approval for the HHRA Protocol and Air Dispersion Modeling Report. Therefore, please submit the
HHRA Report within 90 days of the date of this letter.
