Dear Mr. Gooch:
The Division of Solid and Hazardous Waste has been reviewing SWMU investigation reports and has
worked with your staff on corrective action issues associated with a number of SWMUs at the
Promontory facility. Some of these SWMUs were investigated under the Phase I RCRA Facility
Investigation (RFI) and others were investigated under Stage 2 of the Installation Restoration Program
(IRP) that was conducted for Air Force Plant 78.
Based on our review of the RFI and IRP reports, site visits, and in some cases the results of additional
data that was collected, the IRP and RFI Reports associated with the SWMUs identified in the table
below are hereby approved.

In addition to approving the RFI and IRP Reports for the SWMUs listed in the Table above, the Division
has determined that these SWMUs meet the requirements for no further action as outlined in Section
VI.F. of ATK's Post-Closure Permit since all COPCs detected are either within background
concentrations, below EPA Regional Screening Levels (RSLs), or both. Therefore, the Division concurs
with ATK's recommendations for no further action.
