Dear Mr. Anderson:
As required by permit, ATK Launch Systems Inc. (ATK) is submitting the annual waste
minimization certification for activities occurring during calendar year 2013. Initiation of
several process improvement projects resulted in reductions in both hazardous waste shipped
offsite and energetic waste treated by open burning. Manufacturing process improvements
reduced the amount of energetic waste generated at the source. Additionally, processes were
developed for specific waste streams that allowed for either material recovery or disposal by
alternative means. A summary of waste rninimization activities is included below:
« Processes using alternative, non-listed solvents were identified where solvent
contaminated rags and debris could be segregated from processes that still require use of
listed solvents. The result has been a significant reduction in the mass of rags sent
offsite as hazardous waste.
• A process was developed to recover aluminum and polycarbonate components from
decommissioned flare igniters. The process recovered nearly 17 tons of aluminum and 6
tons of polycarbonate.
• Process improvements in energetic waste management led to a 15% reduction in the
amount of waste processed by the Promontory burning grounds.
ATK continues to implement its process improvement system to target additional projects that
will reduce the amount and toxicity of hazardous waste generated.
Certification
/ certify under penalty of law that this document and all attachments were prepared under my
direction or supervision in accordance with a system designed to assure that qualified personnel
properly gather and evaluate the information submitted. Based on my inquiry of the person or
persons who manage the systems, or those persons directly responsible for gathering the

information, the information is, to the best of my knowledge and belief true, accurate, and
complete. Iam aware that there are significant penalties for submitting false information,
including the possibility offind and imprisonment for knowing violations.
