Box 144880 Salt Lake City, Utah 84114-4880 Re: Corrective Action for Installation Restoration Program (IRP) Former United States Air Force Plant 78 EPA ID Number UTD009081357 Dear Mr. Anderson: ATK Launch Systems ("ATK") is responding to the Utah Division of Solid and Hazardous Waste letter dated December 18, 2012 regarding the 1992 Installation Restoration Program (IRP) report for a portion of the former United States Air Force ("Air Force") Plant 78. This facility is now part of the ATK Promontory Operations (North Manufacturing Plant). As discussed with members of your staff earlier this year, the IRP report was prepared by a third- party contractor during the time when the Air Force owned Plant 78. While ATK is not adverse to an additional, limited site investigation, we cannot commit to such a program absent the concurrence of the Air Force. ATK is in the process of coordination with the Air Force on this matter, but we are uncertain of the time required to complete the agreement process.
