The Executive Seaetarv of Ihe Utah Solid and Hazardous Wasle Conlrol Board has issued an emergency hazardous - waste treatment permit (#UT-052-2011) to Ihe ATK Launch Svstems Promontory facility. This permit authorizes ATK ^personnel to Ireal, in lacgjrdance with Ihe ,Utah Hazardous Wasle Management Rules, mil-itary flares that fail lo ignite during airborne and ground launch testing procedures. The per-mit is effective on January 3, 2012 and ex-pires on April 1, 2012, Ulah Administrative Rules allow application for an emergency per-mit if an imminent and substantial endanger-ment to human health or Ihe environment is present, ATK personnel requested an emergen-cy permit to treat flares in place al Promon-tory Point by open burning based on Ihe de-termination that flares that tail lo ignite are ,unsafe lo move due to Ihe potential damage jS^stained from the impact with Ihe ground.
