Dear Mr. Gosen:

The Division of Solid and Hazardous Waste has completed its review of ATK’s Class 3 permit modification request, received on May 3, 2010. The modification request adds treatment of
reactive hazardous waste by open burning and open detonation at two sites located at the facility; removes treatment of waste solid rocket motors by disassembly; adds a new site for
storage of hazardous waste in solid form; adds and adjusts Closure Plans for the new and existing hazardous waste management units and modifies permit conditions as appropriate to accommodate
the proposed changes.

Two public comment periods were held in conjunction with the permit modification. The second public comment period ended on September 17, 2010. The Division received ATK’s comments
on the draft permit modification on September 16, 2010. Other comments were received from the public.

The permit modification with the changes identified in the enclosed documents is hereby approved. The Division’s responses to ATK’s comments will be mailed under separate cover.

Enclosed with this letter is a CD which contains the modules and attachments that were modified. The headers on these documents have been revised to show that they were modified as
of September 30, 2010. Please replace the modified attachments and module in your copies of the Storage Permit.
