Box 707 Brigham City, UT 84302-0707 RE: Sampling Results for Emission Characterization of Open Burning Waste Propellant Materials, ATK Launch Systems - Promontory Facility UTD009081357 Dear Mr. Gosen: The Division of Solid and Hazardous Waste has completed its review of the ODOBi emission characterization report that was submitted to our office on October 29, 2009. In July 2009, the Division requested that ATK calculate a conservative set of emission factors for screening the emissions in the risk assessment. These emission factors were calculated by using the full method detection limit for analytes that were not detected during the test and background and blank values were not subtracted from the sample results. Based on our review of the report, it appears that the revised emission factors were calculated as requested by the Division. The sampling results and emission factors in the report are acceptable for use in the air dispersion model and risk assessment. If some of the emission factors in the conservative data set produce an unacceptable risk and the “corrected” data set does not, further review of the sampling results and emission characterization report may be needed.
