Abstract
In September 2007 (Revised Work Plan for Corrective Measure Pilot Test to Evaluate Ex-Situ
Remediation of Perchlorate Contaminated Soil, July 2007) a pilot project commenced to treat
perchlorate contaminated soil using perchlorate reducing bacteria Effluent from the M-705
bioreactor, located on the ATK Promontory facility, was used to promote microbial perchlorate
reduction The effluent is primarily water with residual volatile orgamc acids that provide a
preferred electron donor source for the perchlorate reducing bacteria Additionally, the effluent
contains high numbers of perchlorate reducing bactena that serve to augment indigenous
perchlorate reducers already in the soil The initial attempt using bioreactor effluent on a pile of
excavated perchlorate contaminated soil led to partial, localized reduction Starting in Apnl
2008, lined roll-off dumpsters were used to facilitate effluent application to the soil and
assurance of optimal reducing conditions Using this setup, approximately 320 tons of soil
contaminated with an average of 800 ppm perchlorate was successfully treated between April
2008 and May 2009
Onginal Pilot Test for Ex-Situ Remediation of Perchlorate Contaminated Soil
Remediation of perchlorate contaminated soil began in October 2005 following the corrective
measure work plan onginally approved by the Utah Division of Solid and Hazardous Waste
(Work Plan for a Corrective-Measure Pilot Test to Evaluate Ex-situ Remediation of Perchlorate-
Contaminated Soil, August 2005) In bnef, the plan evaluated composting the soil with manure
to generate perchlorate reducing conditions However, sampling data showed that perchlorate
reduction did not occur (Table 1 A) Further analysis indicated that the soil mounds did not
become sufficiently anaerobic for measurable reduction of nitrate to occur either (Table IB)
The root cause was attnbuted to the lack of
carbon compounds that could quickly and
easily be metabolized by the microbial
community in the soil This likely led to a
slow response in generating anaerobic,
reducing conditions Additionally, the
manure probably increased nitrate
concentrations in the soil, effectively
prolonging or outright inhibiting any
perchlorate reduction In Fall of 2006, a new
treatment process using M-705 bioreactor
effluent was conceived and bench tested
Test results showed that anaerobic, reducing
conditions could be achieved using the
effluent A revised Work Plan was
submitted to DSHW and approved in July
2007

September 2007 Testing on North Soil Mound Used Revised Procedure
In September 2007 bioreactor effluent was applied to
approximately 140 tons of perchlorate contaminated Table 2 North Soil Mound Testing
soil (~ 400 ppm perchlorate) The soil mound was 5'
H X 13' W x 65' L All of the soil was placed over a
10 mil liner laid on asphalt A 12 inch deep x 3 feet
wide trench was formed in the top of the mound A
sump truck transferred effluent into the trench until
lull The effluent was allowed to soak into the mound until liquid was observed seeping from the
bottom edges Five applications of effluent took place between mid September to early
November resulting in just over 6000 gallons of bioreactor injected into the soil However, it
was observed that only the center section of the mound was getting enough effluent to provide
ample electron donor and moisture for perchlorate reducing conditions Attempts to improve
saturation of other areas of the mound only resulted in excess seeping into the containment Soil
samples from the surface (untreated) and center (treated) of the mound were collected in March
2008 Surface samples were considered untreated because little, if any, bioreactor effluent was
in contact with the soil in these areas to create perchlorate reducing conditions Conversely, the
center section was expected to have received sufficient volume of effluent to create reducing
conditions Soil characteristics and perchlorate analysis (Method 314 0) confirmed the
differences as shown in Table 2
Although the results were encouraging, it was apparent that modifications to the protocol needed
to be made to ensure all of the soil could be treated in a more efficient manner
April 2008 Treatment in Lined Roll-off Dumpsters
In April 2008, perchlorate contaminated soil stored in the E-501C impoundment from the
original pilot test was removed and composited on an area of lined asphalt directly adjacent to
the impoundment Six sealable 20 cubic yard roll-off dumpsters were rented and lined with
plastic sheeting Approximately 17 to 18 tons of the composited soil was placed in each
dumpster and the dumpsters were moved into the E-501C impoundment Enough bioreactor
effluent was added to completely saturate the soil The dumpsters were covered with tarps and
allowed to incubate Figure 1 shows the arrangement of dumpsters in E-501C Figure 2 gives a
representation of the soil dunng incubation

Sampling and Data Analysis
Samples were taken with a stainless steel soil probe. Four subsamples were collected throughout
the length of the dumpster at a depth of approximately 12 to 16" below the liquid surface. The
subsamples were mixed to create a composite sample for the dumpster. Sampling equipment

was rinsed with de-ionized water between dumpsters. Perchlorate analysis was performed using
EPA Method 314.0. Analytical data is provided in the Appendix.
Assurance of Microbial reduction
Figures 3 and 4 illustrate microbial perchlorate reduction over time for the first two dumpsters
treated. Samples were taken weekly for the first three weeks of incubation. A final sample was
taken on 5/28/2009.

Figure 5 shows a graphical representation of perchlorate reduction for all three full batches (over
100 tons each) treated. A final batch of 20 tons was successfully treated during May 2009.

Mobility of Metals
TCLP analysis was performed on samples during Batch 3 incubation. Of the regulated metals
present in the soil, all were well under the regulatory level, Table 2. Additionally, a direct
comparison between treated and untreated soil was performed as shown in Table 3. Iron levels
were slightly higher in the treated soil than the untreated. However, all other metals remained
the same.

Conclusion
Approximately 320 tons of perchlorate contaminated soil was fully remediated by saturating soil
witii M-705 bioreactor effluent Using bioreactor effluent as the feed solution eliminates the cost
associated with adding an external refined carbon source Furthermore, the effluent contains
volatile acids that are readily utilized by perchlorate reducmg bacteria During warm months,
perchlorate was reduced to non-detectable levels as quick as 2 to 3 weeks Future process
improvements will focus on strategies to further reduce cost by reducing treatment time
