Dear Mr. Gosen:

The Division of Solid and Hazardous Waste has completed its review of ATK’s Fall 2010 Groundwater Monitoring Plan. As part of the review, Jeff Vandel discussed the list of wells that
were proposed for sampling with Paul Hancock and Allen Lee. During this discussion, it was requested that ATK add wells D-4 and D-5 to the list of wells to sample. Due to the significant
increases in perchlorate that have been observed in these wells recently, the Division believes close monitoring of these wells (and well D-6) is warranted. Further commitment of resources
for the fall monitoring event will not be required since it was agreed that wells X-5 and H-9 could be removed because wells D-4 and D-5 were added.

As indicated in the Plan, the wells and springs that will be sampled this fall will be sampled for VOCs, and perchlorate. In accordance with Post-Closure Permit Condition IV.B.3., ATK’s
monitoring plan for Fall 2010 with the changes that were agreed to as described above, is hereby approved.
