HomeMy WebLinkAboutDSHW-2010-052387 - 0901a068801e2cb0 NOTICE The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has issued the final draft of the Class 3 permit modification of the state-issued hazardous waste Part B permit for the ATK Launch Systems Promontory Facility. The ATK Promontory Facility is located approximately 30 miles northwest of Brigham City, Utah. Since operations began in 1956, ATK and its predecessors have been primarily involved in the production and testing of rocket motor propellants. This Part B Permit modification request would implement the following changes: adds treatment of reactive hazardous waste by open burning or open detonation at two sites located at the facility; removes treatment of waste solid rocket motors by disassembly; adds a new storage site for solid hazardous waste; adds and adjusts Closure Plans for the new and existing hazardous waste management units and modifies permit conditions as appropriate to accommodate the proposed changes. A 45-day public comment period will begin on August 4, 2010, when the public notice is published in the Herald Journal, the Standard Examiner, the Box Elder News Journal, the Salt Lake Tribune and Deseret Morning News, and will end on September 17, 2010, at 6:00 p.m. In addition, a public hearing will be held to allow the public to make comments concerning this modification request. The hearing will be held on September 9, 2010, from 6:00 p.m. to 7:00 p.m. in Room #3 at the Brigham City Public Library. The library is located at 26 East Forest Street, Brigham City, Utah. A copy of the final draft changes to Module II, General Facility Conditions, Module III, Storage in Containers, Module IV, Thermal Treatment of Energetic Wastes, Attachment II, Inspection Schedules and Procedures, Attachment IV, Contingency Plan and Emergency Procedures, Attachment V, Closure Plans, and Attachment XI, Thermal Treatment Process Information is available for review during the comment period during normal business hours of 7:00 a.m. to 6:00 p.m., Monday through Thursday and at other times with prior arrangement, at the Division of Solid and Hazardous Waste, 2nd Floor, Multi-Agency State Office Building, 195 North 1950 West, Salt Lake City, Utah 84114. A copy of the final draft changes is also available for review during normal business hours at the Brigham City Public Library at the location given above.
