Permit Modification Notification
Dear Sir or Madam:
In accordance with UAC R315-3-4-3, ATK Launch Systems, Promontory Facility (ATK) has
submitted a Class 3 permit modification to implement the changes listed below. A copy of the
public notice published in the Standard Examiner. Herald Journal and Box Elder News Journal is
attached. Questions on these proposed changes can be directed to Blair Palmer at (435)863-2430
or blair.palmer@atk.coiTi. Comments should be submitted to Jeff Vandel at (801) 536-0200 or
jvandel(a)utah.gov.
• Delete Module IV dated September 30, 2008 which regulates an obsolete operation, and
replace it with a revised Module IV containing proposed operating conditions to comply
with 40 CFR 264.600 requirements.
•. Revise Attachment 5 (Closure Plan) dated September 30, 2008 to add S-633 as a
permitted_storage area, reduce the storage capacity in M-603, and adjust the operating
capacities for M-136 and M-225 to be consistent with the values used in the OBOD risk
assessment..
• Revise Attachment 4 (Hazardous Waste Contingency Plan) dated September 30, 2008 to
provide required information for S-633 and to update emergency contact information.
• Revise Attachment 2 (Inspection Schedules and Procedure) dated September 30, 2008 to
provide an inspection schedule for S-633.
• Modify conditions in Module 1, Module II and Module III dated September 30, 2008 to
reflect changes resulting from revising Module IV and Attachment 5.
o Modify Module 1II.B.4 to include the use of plastic tray covers as approved containers for
off-site waste.

Public Notice
ATK Launch Systems (ATK) located near Promontory, Utah is requesting a Class 3 permit
modification to implement the follow changes.
• Delete Module FV dated September 30, 2008 which regulates an obsolete operation, and
replace it with a replacement Module FV containing proposed operating conditions to
comply with 40 CFR 264.600 requirements.
• Revise Attachment 5 (Closure Plan) dated September 30, 2008 to add S-633 as a

A copy of the request is available for review by the public during normal business hours at the
Brigham City Carnegie Library, 26 East Forest Street, Brigham City, Utah. A copy is also
available for review by the public at the Division of Solid and Hazardous Waste (the Division)
office located in the Multi-Agency State Office Building, 195 North 1950 West, Salt Lake City,
Utah during normal business hours. Normal business hours are Monday - Thursday between the
hours of 7:00 am and 6:00 pm.
A 60-day public comment period will begin on May 12, 2010 when this notice is published in
the Standard Examiner. Herald Journal and Box Elder News Journal and will expire at 6:00 pm
on July 12, 2010. ATK Launch Systems will hold a public information meeting for this Permit
on June 7, 2010 from 6:00 -7:00 pm at the Brigham City Senior Center, 24 North 300 West,
Brigham City, Utah.
Written comments should be addressed to Scott T. Anderson, Executive Secretary, Utah Solid
and Hazardous Waste Control Board, P.O. Box 144880, Salt Lake City, Utah 84114-4880, and
submitted before the comment period closes at 6:00 pm on July 12, 2010. Comments may also be
sent by electronic mail to: swpublic@utah.gov. Comments sent in electronic format must also be
received by 6:00 pm on July 12, 2010 and should be identified by putting the following in the
subject line: "Comments on ATK Launch Systems, Promontory Facility". All documents
included in comments should be submitted as ASH (text) files or PDF format.
All public comments will be considered in the Executive Secretary's final decision on this
