Subject: Emergency Pennit # UT-007-2006 - To Bum Aircraft Dropped Flare In-Place.

ATK Thiokol received a verbal emergency pennit on February 17, 2006 to bum in place, one
LUU2-C/B flare that had been dropped from an aircraft for testing, but had not ignited as
designed. The request for the emergency permit was based on Thiokol's position that it could be
unsafe to move these flares to a permitted facility for open buming.
The flare was bumed in place using a de-mining flare on Febmary 17, 2006. The non-hazardous
solid waste bum residue was collected after the bum, and taken to the ATK Thiokol-Promontory
landfill for disposal. This flare contained approximately 30 lbs of illuminant including sodium
nitrate, magnesium powder and polyester binder as the primary constituents, and is a class 1.3C
explosive. The illuminant is housed inside an aluminum case.
ATK Thiokol-Promontory is currently manufacturing LUU2-C/B illuminating flares for the Air
Force. This contract requires periodic testing of the device, which is performed between Salt
Wells Flat and Monument Point, Box Elder County, in an area commonly called Kosmo. ATK
Thiokol has a lease issued by the Division of Forestry, Fire and State Lands to perform these
tests. The special use lease number is 30000038.
The following agencies were contacted prior to commencing with the treatment process:
Bear River Health Department, Box Elder Fire Marshall (and pemiit obtained) and the Division
of Forestry, Fire and State Lands.
