NOTICE
In accordance with Resource, Conservation and Recovery Act (RCRA) regulations, Thiokol Propulsion has
requested lo modify its Hazardous Waste Storage Permit. The Permit was originally issued to Thiokol
Corporation by the Utah Solid and Hazardous Waste Control Board in September of 1992. Conditions for
the proper management and storage of hazardous wastes are established in the Permit. The Thiokol facility
is located in Box Elder County, approximately thirty miles northwest of Brigham City, Utah.
Thiokol requested to modify the Pennit to allow the storage and disassembly ofwaste solid rocket motors.
Waste solid rocket motors are considered reactive characteristic hazardous waste. Other changes to the
Permit that have been proposed include revision ofthe Waste Analysis Plan and Inspection Schedule, and
the addition of thirteen EPA waste codes for container storage.
A public information meeting was held on September 2, 1998 at the Brigham City Public Library to explain
the proposed Pennit modification and to answer questions. Associated with the meeting was a 60-day public
comment period that began on July 29, 1998, and ended on September 29, 1998.
The Division ofSolid and Hazardous Waste (the Division) has reviewed the Permit modification request and
prepared a draft ofthe modified permit and an associated fact sheet. A final public comment period is
required before approval ofthe Permit modification can be given.
A 45-day public comment period will begin on January 27, 1999 when the public notice is published in The
Standard Examiner. The Herald Joumal. Salt Lake Tribune, and Deseret News, and will end on March 13,
1999 at 5:00 p.m. MST.
A public hearing has been scheduled for the aftemoon of March 3, 1999 at 2:00 p.m. in the conference room
at the Brigham City Public Library located at 26 East Forest, Brigham City, Utah.
Copies oflhe Draft Pennit Modification will be made available for public review and inspection during the
comment period, from 8:00 a.m. to 5:00 p.m., Monday through Friday, at the following offices:
