RE: Letter Dated August 26,2003 Regarding ATK Thiokol Propulsion -
Promontory's Closure Plan and Cost Estimate Revision, EPA LD.

In response to our request to reduce our closure cost estimate, you sent this letter and
requested a revised plan within 45 days. Thiokol has since notified the State of our intent
to close three of our waste motor storage facilities, which will significantly impact our
closure cost estimate.
ATK Thiokol agrees with the State, that our closure plan is dated and is in need of a
major revision, or re-write. However, we believe that it make more sense to complete
closure of these motor storage facilities before re-writing our closure plan. Based on the
closure simplicity of these motor storage buildings, we do not anticipate a lengthy
process. Upon completion of these facility closures, we would complete and submit the
revised closure plan for the State's review. In the interim, ATK would maintain our
closure cost letter of credit at its current level.
Please let me know if this approach is acceptable to the State. Thanks for your
