Subject: One-Time Notification on Decharacterized Waste Going To Subtitle D Facility
Thiokol Propulsion has been discussing with Jeff Vandel, of your office, the onsite treatment of
waste styrene monomer through polymerization in a hazardous waste generator container at our
Clearfield facility. (Reference Thiokol letter to DSHW conceming Activated Carbon Vents on
Accumulation Containers dated March 8, 1999 and the Division of Solid and Hazardous Waste
letter to Thiokol dated April 19, 1999, authorizing this treatment process.)
As has been determined in these discussions, Uie styrene monomer meets the definition of a high
TOC ignitable non-wastewater. One ofthe treatment standards for this type ofwaste listed in
Table 1 of 40 CFR 268.42 is POLYM or polymerization. As stated in the 40 CFR 268.40 Table,
40 CFR 268.9 (a) and 268.40 (a) (3), once this technology-based standard has been used for this
waste it meets all land ban disposal standards and can be sent to a Subtitle D facility.
With this mutual understanding, Thiokol has been polymerizing small amounts (3-5 gallons) of
the styrene monomer using standardized procedures for use ofthe material, and the waste is now
being sent to the Davis County incinerator. Subtitle D facility. Attached fmd the one-lime
notification for your files for dechacterized waste meeting land disposal treatmeni standards
going to a Subtitle D facility as specified in 40 CFR 268.9(d).

Thiokol Propulsion facility in Clearfield, Utah, EPA identification number UTD
980806236, generates a waste styrene monomer that carries an EPA waste code of
DOOl. This waste styrene meets the EPA classification of a high TOC ignitable
non--wastew^ter-W-ith-a-treatment-based-technology of^P0L¥M-or-Polymerization.
The facility polymerizes this waste in a generator accumulation container to meet
this POLYM treatment technology standard. This treated residue is now being
sent to the subtitle D incinerator, Davis County Solid Waste Management and
Energy Recovery Facility located at 650 E. Highway 83 Layton, Utah.
I certify under penalty oflaw that I have personally examined and am familiar
with this treatment technology and operation ofthe treatment process used to
support this certification. Based on my inquiry of those individuals immediately
responsible for obtaining this information, I believe that the treatment process has
been operated and maintained properly so as to comply with the treatment
standards specified in 40 CFR 268.40 without impermissible dilution ofthe
prohibited waste. I am aware there are significant penalties for submitting a false
certification, Jncluding the.possibility of fine and imprisonment.
