Box 707 Brigham City, UT 84302-0707 Tel 435 863-3511 Fax 435 863-2234 RECEIVED UTAR DlVISfON OP SOLID & HAZARDOUS WASTE Subject: Emergency Permit To Bum Aircraft Dropped Flares In Place, Permit # UT-003- 2006, ATK Thiokol-Promontory EPA ID number UTD009081357 ATK Thiokol received an emergency permit on January 23, 2006 to bum in place, two LUU-19 flares that had been dropped from an aircraft for testing, but had not ignited as planned. The request for the emergency pemiit was based on our position that it could be unsafe io move these flares to a permitted facility for open buming. The flares were bumed in place using a de-mining flare on January 24, 2006. The non- hazardous bum residue was collected after the bum, and taken to the ATK Thiokol- Promontory landflll for disposal. Each flare contained approximately 30 lbs of illuminant and is housed inside an aluminum case. ATK Thiokol-Promontory is currently manufacturing LUU-19 illuminating flares for the Air Force. This contract requires periodic actual testing of the device, which is performed between Salt Wells Flat and Monument Point, in an area conmionly called Cosmo. ATK Thiokol has an agreement issued by the Division of Forestry, Fire and State Lands to perform these tests. The special use lease agreement number is 30000038.
