Ostler, Director Division of Water Quality P. 0. Box 144870 Salt Lake City, Utah 84114-4870 Dear Mr. Ostler Subject: Thiokol Pollution Prevention Quarterly Report, 2nd Quarter 1995 Reference: Stipulation and Consent Order Docket Number UIC93-1 Letter to the Division of Water Quality Stating that all Unpermitted Wastewater Discharges had Stopped Flowing to the Ground dated 1 June 1995 The collection of all industrial wastewater flows for treatment at the new wastewater treatment facilities has been finalized since the Pollution Prevention Report in April. All flows were collected, or temporarily stopped until connections were completed, before the 31 May 1995 deadline agreed to in the referenced Consent Order. The four discharges mentioned in our letter of 1 June 1995 are now connected to the collec- tion system also. In total, 55 industrial wastewater flows from the Manufacturing and Test Areas (approximately 104,800 gallons per day), 10 incidental connections, and 3 9 septic tank/leach field systems were connected for treatment at the south wastewater treatment plant (Building M-422). Fifty industrial wastewater flows (approximately 87,000 gallons per day) and 38 septic tank/leach field systems were connected to the new treatment plant (Building E-541) at Strategic Operations. Eight of the fifty industrial connections were made to buildings which have been taken out of service. A list of the industrial wastewater flows collected for treatment since the last report, along with flow volume, is attached. Mr. Don A. Ostler, Director 28 July 1995 Page 2 We are now able to accurately measure wastewater flows generated at our Northern Utah facilities and find that volume is somewhat less than previously estimated. Building M-422 had an average daily flow of 116,000 gallons in June (compared to the 104,800 gallons plus septic tank flows mentioned above) while Building E-541 had an average daily flow of 83,000 gallons (compared to the 87,000 gallons plus septic tank flows mentioned above) during the same period. The reduction is due to several factors: 1) Decreases in manufacturing operations due to defense and space cutbacks, 2) Water use reduction programs, and 3) Elimination of wastewater flows, as documented in earlier reports. Thiokol is mairitaining the improvements., made. in minimizing industrial wastewater flows as reported in previous quarters. We are also in the process of installing aqueous cleaning systems to replace vapor degreasers. Many tons of 1,1,1- trichloroethane will not be emitted to the air through this measure. Wastewater quality will also improve slightly. Please contact me at 863-5928 or Steve Harris at 863-5456 if you have any questions concerning Thiokol pollution preven- tion. We will be happy to provide additional information. Sincerely J. D.
