RE: Subject: Request for Emergency Permit to Burn 3 Gallon Cylinder of Ethylene
Oxide, ATK Launch Systems-Promontory, UTD009081357
Dear Mr. Downs,
ATK Launch Systems-Promontory (ATK) requests an emergency permit to bum a 3 gallon
cylinder of ethylene oxide in a bum tray at the M-136 bum grounds. We request permission to
bum this cylinder because heavy mst has rendered the cylinder unsafe to ship on a public
highway.
We would like to complete this disposal treatment on October 31, 2007. Our proposed method
of disposal is to place the cylinder into a bum tray, install a linear shaped charge (LSC) down the
side, then initiate the charge. The LSC should split the cylinder open and ignite the flammable
gas. The entire treatment process should be completed within a few seconds.
Following the treatment operation, the cylinder will be inspected to verify that all of its contents
have been destroyed, then place into our onsite landfill for disposal.
ATK appreciates your help on this issue. We believe our proposed treatment method is the safest
way to dispose of this waste. If you have any question or need additional clarification, please
