FASHWSUPPORTMSUMNERWVPVPUBLICVMASSMAIL.FRM NOTICE In accordance with Utah's Hazardous Waste Management regulations, Thiokol Propulsion has requested to modify its Post-Closure Pennit. The Permit was originally issued to Thiokol Corporation by the Utah Solid and Hazardous Waste Control Board in September of 1992. Conditions for the closure of old open- buming pits and groundwater monitoring requirements are established in the Permit. The Thiokol facility is located in Box Elder County, approximately thirty miles northwest of Brigham City, Utah. Thiokol requested to modify the Pennit to reduce the number of groundwater samples collected from each well, and to eliminate the requirement to analyze for specific constituents. Thiokol has maintained a groundwater monitoring system since 1986 to track the location and concentration of hazardous constituents that have been released to the water-table aquifer. A public information meeting was held on September 23, 1999 at the Brigham City Public Library to explain the proposed Permit modification and to answer questions. Associated with the meeting was a 60-day public comment period that began on August 18, 1999, and ended on October 17, 1999. The Division of Solid and Hazardous Waste (the Division) has reviewed the Permit modification request and prepared a draft of the modified permit and an associated fact sheet. A final public comment period is required before approval of the Permit modification can be given. A 45-day public comment period will begin on October 29, 1999 when the public notice is published in The Standard Examiner. The Herald Joumal. Salt Lake Tribune, and Deseret News, and will end on December 15, 1999 at 5:00 p.m. MST. A public hearing has been scheduled for the aftemoon of December 1, 1999 at 2:00 p.m. at the Brigham City Public Library located at 26 East Forest, Brigham City, Utah.
