KE: S-617 Emergency Treatment Permit
ATK Thiokol- Promontory (Thiokol) requests an emergency permit to burn-in-place, one
Castor 120 rocket motor. This motor is stored in the S-617 storage bunker. The roof of
this bunker collapsed in April, and Thiokol has been determining iflhe motor was
salvageable. Approximaiely 45 days ago, Thiokol delermined that il would be unsafe lo
attempt to remove this motor from the bunker, and that the only safe way to handle the
motor was lo burn il in-place. The motor has been stored under the less than 90 day rules
since this determinalion was made.
This motor conlains about 120,000 Ibs of J..3C propellant, and is expected lo burn to
completion when ignited. Thiokol will place linear shaped charges down bolh sides lo
split the case open, which will i-educe lhe over pressure, and lessen the chance of an
unplanned event. This bunker is on the north plant, and the area suiTOunding the bunker
will be evacuated to a safe distance lo prevent propagation to other energetics, or
personal injury. Highway 83 will be closed during the burn, and close-by power lines de-
cnergi/xd, as a precaution.
The following entities have been, or will be notified prior lo the buiTi, and permits
secured as required: Division of Air Quality, Bear River Heailh, Box Elder County Fire
Mai-shall and UDOT. All surrounding neighbors including Autoliv and the City of
Howell will also be notified in advance ofthe burn.
When il is determined safe lo do so, Thiokol will inspect Hwy 83 and remove any
unburned propellant or other debris from the motor burn, prior to re-opening the
highway. The area surrounding lhe bunker will also be thoroughly inspected and debris
removed and properly managed following the motor burn. In the event unburned
propellant is discovered, and it is determined lo be unsafe to handle or move, we request
permission to open burn il in place.
The target date for buming this motor is October 22, 2005. However, weather conditions
or other issues could delay the burn date. Thiokol requests this permit to be valid through
November 22, 2005.
