Ostler, Director Division of Water Quality P. 0. Box 144870 Salt Lake City, Utah 84114-4870 Dear Mr. Ostler Subject: Thiokol Pollution Prevention Quarterly Report, 4th Quarter 1994 Reference: Stipulation and Consent Order Docket Number UIC93-1 Pollution prevention efforts at Thiokol during the past quarter have focused on CFC/ozone-depleter substitution. Aqueous cleaner selection, with attendant equipment require- ments, has progressed to ordering equipment, defining performance, and developing operational plans. Elimination of organic solvents directly improves water quality because it reduces the potential for water contamination. In addition to solvent substitution, we have reduced industrial wastewater flows from several buildings through decreases in production. The number of gallons eliminated "have not been quantified; howevex", flows from buildings M-131, M-193, M-570, M-606, M-628, and M-702 have been reduced by approximately 1/4 to 1/3. This eliminates as much as 4,3 00 gallons of industrial wastewater flowing to the ground each day. Thiokol is maintaining the improvements made in minimizing industrial wastewater flows as reported in the previous three quarters. We are also continuing to look for ways to reduce or eliminate flows or reduce waste loads. Construction of the two new wastewater treatment plants is nearing completion. Start-up has been initiated and we are in ..^ Mr. Don A. Ostler, Director 3 0 January 1995 Page 2 the process of programming automatic controllers at the plants. We will finalize the construction permits, hold the final state inspections, and request permission to operate the treatment facilities in February. Both plants could receive wastewater near the end of the month. We plan to start connecting industrial wastewater lines to the new plants in February also. However, time is needed to develop bacterial populations for treating the water and industrial flow connections will be carefully paced. The connections are scheduled to be completed well before the 31 May 1995 deadline listed in the Consent Order. Please contact me at 863-5928 or Steve Harris at 863-5456 if you have any questions concerning Thiokol pollution prevention or treatment plant construction progress. We will be happy to provide additional information. Sincerely (O^J. D. Thompson, Director Waste Management & Environmental Services cc: Raymond Bruntmyer, U.S. Air Force Capt.
