Subject: Delegation of signatory and certification
requirements under Thiokol Part B Permit
Reference: "Signatory Requirements" letter, D. R. Down to
J. D. Thompson, 12 January 1995
In the reference letter you request that Thiokol submit a list
of staff members fulfilling the requirements of R315-3-8 to sign
submittals under our Part B permit. Thiokol internally assigns
responsibility for its Utah Operations environmental matters to
Strategic Division. As a Corporate Officer and the Vice
President and General Manager of Strategic Operations, I am the
staff member meeting the cited requirements.
I hereby delegate signatory and certification authority relative
to Thiokol's Part B permit to Joseph D. Thompson, Director of
Waste Management and Environmental Services, and to Alvin K.
Lemon, Manager of Solid Waste Operations. These individuals
have the primary responsibility for management and coordination
of RCRA activities for Thiokol in Utah. Mr. Thompson serves as
the primary point of contact for our operations with the State
Department of Environmental Quality.
