I have received a copy of the Environmental Baseline Survey (EBS) for Air Force Plant 78 (AFP78) in Brigham City, Utah. In the cover letter accompanying this document, you requested a letter from us indicating that the final EBS describes the environmental conditions at AFP 78. As indicated in the October 24, 1995, letter from EPA Region 8 to Mr. Ali Kahn of your office, the State of Utah has received final authorization to manage the hazardous waste program in the State of Utah. EPA retains various authorities, and has full responsibility to ensure full and faithful execution of the requirements of RCRA and HSWA. In recent years we have provided minimal oversight of the hazardous waste program activities at both Air Force Plant 78 and Thiokol Corporation, focusing instead on providing technical assistance to the State, Since the State of Utah is considerably more knowledgeable about the current hazardous waste activities at AFP 78, and since they will be reviewing the EBS in response to your request, EPA Region 8 will defer to the State for this review.
