Box 707 Brigham City, Utah 84302-0707 Re: Utah-Based Operations Financial Assurance UTD009081357 WL9001 Dear Mr. Heath: A review of the financial test submitted on September 28, 1989 revealed an inadequacy that needs to be addressed. Thiokol has chosen to utilize the financial test mechanism, Altemative II, to demonstrate financial responsibility for liability coverage and closure/post-closure care. The Altemative II option of the financial test must have a bond rating as required by R450-7-15 [40 CFR 264.147(f)(l)(ii)]. Thiokol's Altemative II does not indicate a bond date of issuance, maturity or rating. Therefore, the Thiokol submittal is unacceptable. If a bond is not utilized, Thiokol has the option of using Altemative I of the financial test or another acceptable financial assurance mechanism. ^i Thiokol is hereby required to submit to this office an acceptable financial assurance mechanism by Febmary 23, 1990.
