AJK Thiokol Propulsion requests a Class 2 permit modification to our Post-Closure Permit

News, and Herald Joumal, and Fact Sheet is enclosed with this letter. A copy of the

FACT SHEET for the CLASS 2 POST-CLOSURE PERMTT
MODIFICATION REOUEST by ATK THIOKOL PROPULSION
ATK Thiokol Propulsion manufactures and tests rocket motors, propellants, flares and other
similar materials at a facility located approximately thirty miles northwest of Brigham City, Utah
in Box Elder County. Prior to 1988, waste treatment and disposal practices at the facility
resulted in the release of a number of hazardous constituents to the water table aquifer.
In September 1992, the Utah Solid and Hazardous Waste Control Board issued ATK Thiokol
Propulsion a Post-Closure Permit for the hazardous waste treatment and disposal units that were
operated at the facility. This permit outlined the conditions for closure of the units, and
groundwater monitoring and corrective action requirements.
ATK Thiokol Propulsion has requested to modify the Post-Closure Permit in accordance with
Resource Conservation and Recovery Act (RCRA) regulations. The requested permit
modification pertains to the expansion of the groundwater monitoring system.
ATK Thiokol Propulsion would like to include within our groundwater monitoring system, those
wells constructed since the permit was issued in September 1992, and also request authorization
to construct six additional wells. These new wells will also be included as part of the
groundwater monitoring system. Wells to be included within the system include: LF-1, LF-2, L-
3, and LF-4, completed in 1993; G-1, G-2, G-3, G-4, G-5, G-6, G-7, and G-8, constructed in
1996; and H-l, H-2, H-3, H-4, H-5, H-6, H-7, H-8, H-9, and H-10, completed in 2003. Wells to
be completed and included in the monitoring system over the next twelve months are J-1, J-2, J-
3, J-4, J-5, and J-6. Locations and descriptions of these wells are available from both the Utah
Division of Solid and Hazardous Waste, and ATK Thiokol Propulsion. None of these listed
wells are compliance wells as defined in the Post-Closure Permit.
The Division of Solid and Hazardous Waste (the Division) and ATK Thiokol Propulsion both
believe that these wells should be included into the permitted groundwater monitoring system.
Therefore, the Division is supportive of this requested modification.

NOTICE
On September 1,1992 the Utah Solid and Hazardous Waste Control Board issued a Post-
Closure Permit to ATK Thiokol Propulsion for post closure care and corrective action of
the M-136 Liquid Thermal Treatment Area and Solid Waste Management Units at their
facility located in Box Elder County, Utah. ATK Thiokol Propulsion has submitted a
request to modify this permit to include additional groundwater monitoring wells into the
monitoring system.
A 60 day public comment period will commence on November 13, 2003, and end on
January 12, 2004, at 5:00 p.m. MST. A public information meeting will be held on
December 11, 2003 at 2:00 pm in the auditorium at the Brigham City Library located at
26 East Forest St. Brigham City, Utah.
