Dear Mr. Gosen:

On March 28, 2002, ATK submitted an application to the Division of Solid and Hazardous Waste to renew its Part B, Hazardous Waste Storage Permit. The original permit was issued on September
15, 1992 for a period of ten years. In accordance with R315-3-5.2 of the Utah Administrative Code, the conditions of an expired permit continue in force until the Executive Secretary
takes final action on the renewal application.

A draft storage permit for the ATK – Promontory facility was made available for public review and public comment. The comment period was initiated on August 1, 2008 and ended on September
15, 2008. No comments from the public were received, although ATK did submit comments on the draft permit. The Division evaluated ATK’s comments and some non-substantive changes were
made to the draft permit after the comment period expired. These changes are shown in the Public Participation Document that is enclosed with this letter.

The final storage permit is hereby issued, a copy of which is also enclosed with this letter. The effective date of this permit is September 30, 2008. The permit shall remain in effect
for a period of 10 years and shall expire on September 30, 2018. ATK should replace the expired permit with this reissued permit.
