Dear Mr. Gosen:

The Division of Solid and Hazardous Waste conducted a Compliance Evaluation Inspection (CEI) at the ATK Promontory facility on September 24 and 25, 2008. The CEI was conducted to evaluate
ATK’s compliance with the State of Utah Hazardous Waste Management Rules (R315 of the Utah Administrative Code), and its Hazardous Waste Storage Permit that was issued in 1992.

Based on our evaluation, it appears that ATK is in compliance with its Storage Permit and the Hazardous Waste Management Rules. Therefore, this letter will serve to close out the 2008
