Box 707 Brigham City, UT 84302-0707 RE: Review of the Revised HydraSleeve Discrete Interval No-Purge Sampler Evaluation ATK Launch Systems - Promontory Facility EPA I.D. #UTD009081357 Dear Mr. Gosen: The Division of Solid and Hazardous Waste has completed its review of the revised HydraSleeve sampler evaluation report and response to comments that were submitted to our office on April 23, 2008. With these submittals, ATK has addressed our comments and concerns. In accordance with R315-3-4.3 (40 CFR §270.42 incorporated by reference), changes in groundwater monitoring sampling procedures requires a Class 1 permit modification with prior approval from the Executive Secretary. The procedures that ATK will follow when using the HydraSleeve sampler need to be added to Attachment 3 (the Sampling and Analysis Plan) of the Post-Closure Permit. Please submit these sampling procedures for our review. Once written approval of the permit modification is granted, ATK will be required to comply with the notification requirements, as outlined in 40 CFR §270.42, and may then begin using the HydraSleeve sampler for groundwater monitoring.
