ATK LAUNCH SYSTEMS INC. – PROMONTORY
DRAFT POST-CLOSURE PERMIT FACT SHEET

The Executive Secretary of the Utah Solid and Hazardous Waste Control Board has prepared a draft Post-Closure Permit for the ATK Launch Systems – Promontory facility.
Pursuant to Utah Administrative Code R315-4-1.10 (the Hazardous Waste Management Rules), a 45-day public comment period shall be held prior to making a final determination on the issuance
of the permit. The 45-day public comment period will begin on July 30, 2007 and will expire on September 12, 2007. A public hearing will be held on August 29, 2007 at 6:00 pm in the
Board Room of the Brigham City Library, 26 East Forest Street, Brigham City, Utah. The purpose of the hearing will be to explain the purpose of the Post-Closure Permit and clarify issues
regarding the permit as needed (???). Oral or written comments may be submitted by any person during the hearing. Written comments may also be submitted to:

The ATK Launch Systems Inc. – Promontory (ATK) facility is located in Box Elder County, approximately 30 miles northwest of Brigham City, Utah. The 20,000 acre plant site is situated
in Blue Creek Valley, north of the Great Salt Lake, along State Highway 83. Blue Creek Valley is a remote area that opens to the south onto mudflats and wetlands. Since operations
began in 1956, ATK and its predecessors have been primarily involved in the production and testing of rocket motor propellants. Currently, ATK’s primary activities consist of motor
production for the Space Shuttle, development work for the next generation of space shuttles including the Crew Launch Vehicle and Heavy Launch Vehicle, restoration of Minuteman ICBMs,
and the production and testing of various types of military flares.

ATK generates, treats, and stores characteristic and listed hazardous wastes as defined by R315-2 of the Hazardous Waste Management Rules as a result of its manufacturing and demilitarization
activities. ATK has RCRA Part B permits for hazardous waste storage, and postclosure care. ATK’s Post-Closure Permit was originally issued by the Executive Secretary of the Utah Solid
and Hazardous Waste Control Board on September 1, 1992 to direct groundwater monitoring and corrective action for the historic surface impoundments located at the M-136 area of the facility.
The surface impoundments were closed and capped in 1992. The Post-Closure Permit groundwater monitoring requirements are based on the standards established in the Groundwater Protection
section (R315-8-6) of the Utah Hazardous Waste Management Rules.

The M-136 area has been used as an open burning and disposal area in some capacity since operation began at the site. It is located at the north end of the Manufacturing Area and is
the primary, known source for groundwater contamination at Thiokol. Wastewaters and solvents contaminated with propellant or explosives were disposed of and open burned in a number
of pits in this area. Thiokol has estimated that approximately 175,000 gallons of wastewater was disposed of at the M-136 surface impoundments per month from 1962 to 1986.

The Post-Closure Permit (the Permit) primarily requires ATK to monitor groundwater contamination, develop a corrective action program to treat or remove contaminated groundwater, and
conduct a RCRA Facility Investigation to determine the nature and extent of known and suspected releases of hazardous constituents from each Solid Waste Management Unit (SWMU) identified
at the facility. Groundwater contamination at ATK currently consists primarily of trichloroethene (TCE) and perchlorate. These contaminants have been detected in several different
plumes at the facility and have migrated south and southwest beyond ATK’s property boundary.
