Enclosed is the Post-Closure Permit for the ATK Launch Systems – Promontory facility which is hereby reissued to ATK. This permit is effective as of September 20, 2007, and shall remain
in effect until September 20, 2017, unless revoked and reissued, pursuant to R315-3-4.2, terminated pursuant to R315-3-4.4, or continued in accordance with R315-3-5.2 and the conditions
of this permit.

The reissued permit is significantly different from the original permit that was issued in 1992. Furthermore, the updating of the permit now reflects the conditions at the facility
