The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is proposing to reissue a Post-Closure Permit to the ATK Launch Systems – Promontory Facility which is located
in Box Elder County, approximately 30 miles northwest of Brigham City, Utah. Since operations began in 1956, ATK and its predecessors have been primarily involved in the production
and testing of rocket motor propellants.
ATK’s Post-Closure Permit was originally issued by the Executive Secretary of the Board on September 1, 1992 to direct groundwater monitoring and corrective action for groundwater contamination
resulting from operations at surface impoundments located at the M-136 area of the facility. The surface impoundments were closed and capped in 1992. The original permit expired in
September of 2002. ATK has continued to operate under the conditions of the original permit while working with the Utah Division of Solid and Hazardous Waste to develop a new draft
permit.
Copies of the draft Post-Closure Permit are available for review by the public at the Brigham City Library, 26 East Forest Street, Brigham City, Utah and the Division of Solid and Hazardous
Waste office located in the Martha Hughes Cannon Health Building, 288 North 1460 West, Salt Lake City between the hours of 8:00 am and 5:00 pm or other hours with prior arrangement.
A 45-day public comment period will begin on July 31, 2007 and will expire at 5:00 pm on September 13, 2007. In addition, a public hearing will be held on August 29, 2007 at 6:00 pm
in the Board Room of the Brigham City Library, 26 East Forest Street, Brigham City, Utah. Public comments will be collected during the hearing. Written comments should be addressed
to Dennis R. Downs, Executive Secretary, Utah Solid and Hazardous Waste Control Board, P.O. Box 144880, Salt Lake City, Utah 84114-4880. Public comments will be considered in the Executive
Secretary’s final decision on the draft permit.
