Dear Mr. Gosen:

The Division of Solid and Hazardous Waste has completed its review of ATK’s responses to our comments (dated April 4, 2007) on the remediation plans for groundwater at well TCC3A. The
Division has also reviewed ATK’s proposal for biological treatment of perchlorate in the M201 and M205 septic tanks.

In regard to our comments on the treatment system at well TCC3A, ATK has addressed our concerns and questions. As stated in our previous correspondence, we encourage ATK to treat the
contaminated water extracted from the well for perchlorate as well as TCE. Based on the proposal that was submitted to treat perchlorate in the septic tanks, and a conversation on this
topic with Jason Wells of your staff, it appears worthwhile to try the biological method of treatment and see what kind of success at reducing perchlorate can be achieved.

The Division requests that ATK conduct quarterly monitoring of the treatment activity for perchlorate in addition to the monitoring for TCE as stated in the treatment plans. Monitoring
for perchlorate should be conducted upstream and downstream of the carbon vessel, and for the septic tank effluent. Please include the perchlorate data with the other monitoring records
that will be maintained and submitted to the Division as described in the treatment plan. The efficacy of treating perchlorate in the septic tanks will be evaluated at a later date.

It is understood that the start up of the treatment system is scheduled for November 2007. The Division requests that ATK notify our office if this date is significantly delayed.
As stated in the treatment system plan, an Interim Measures Report must be submitted 30 days after start up of the system. Thanks for your cooperation on this matter. If you have any
