Dear Mr. Covington:

The Division of Solid and Hazardous Waste has completed its reviewed of the final HydraSleeve Sampling Plan that was submitted to this office on June 8, 2006. The objective of the plan
is to evaluate the use of the HydraSleeve no-purge sampler for ATK’s semiannual groundwater monitoring program. The analytical results from the groundwater samples collected with the
HydraSleeve will be compared to the results of samples collected using conventional methods (purging), as described in the Plan.

The comments that were provided by the Division regarding the Sampling Plan have been addressed by ATK in the final version, therefore the Sampling Plan is hereby approved. If you have
