RE: Utah Hazardous Waste Emergency Permit UT-047-2006, ATK Thiokol Inc. – Promontory Facility, EPA I.D. #UTD009081357
Dear Mr. Gooch:
The Division of Solid and Hazardous Waste received your request, dated July 27, 2006, to issue an emergency permit for the storage of reactive hazardous waste in the M-136 burn trays.
As described in your letter, ATK Thiokol Inc. (Thiokol) may only store hazardous waste received from off-site at its Burn Grounds for a period of 24 hours before it must be treated.
An emergency storage permit was required since additional time was needed to safely treat the waste.
The reactive hazardous waste in question was received from the ATK Thiokol, Bacchus facility at 11:30 am on Wednesday, July 26, 2006. Thiokol notified the Division on the afternoon
of July 26, 2006 that, due to safety concerns, the waste couldn’t be treated within 24 hours. The waste consisted of 7,615 pounds of class 1.3C propellant solid and 1,818 pounds of
class 1.3C explosive substances. The hazardous waste was shipped on manifest number UTD00170502902764.
Enclosed is Utah Hazardous Waste Emergency Permit #UT-047-2006 providing Thiokol authorization for the storage of hazardous waste as described above. This permit, which is based on
the information provided by Thiokol, became effective on July 27, 2006 and expired on July 29, 2006. Emergency permits are issued under the authority of 19-6-101 through 105, Utah Code
Annotated, as amended and R315-3-6.2.
