Dear Mr. Gosen:

Attached is Emergency Permit UT-054-2006, authorizing ATK-Promontory to treat by open detonation an old test oven discovered during construction activities at the T-75 Area. You indicated
in your request that the test oven was buried and may contain up to 35 pounds of a hydrazine compound. Hydrazine would have been one of the more reactive materials tested in the oven.

This permit became effective on September 15, 2006 when oral approval was granted and was effective for one day only. The U.S. Environmental Protection Agency (U.S. EPA) has authorized
the Executive Secretary to issue such a permit under Section 3006(b) of the Resource Conservation and Recovery Act (RCRA). This permit is issued under the authority of 19-6-101 through
105, Utah Code Annotated, as amended and R315-3.6.2. Also attached to this letter is a copy of the newspaper notice and the Emergency Permit Request Form.

This emergency permit only applies to the old test oven identified by your staff on the morning of September 15, 2006.

Within 15 days of treating the old test oven, you are requested to submit to this office written notification regarding the treatment. This notification should, at a minimum, include
a description of the treatment and a detailed discussion of all post treatment cleanup activities.
