Box 707 Brigham City, UT 84302-0707 RE: Temporary Authorization Request to Store Reactive Waste Received From Off-Site at the M-136 Open Burn Grounds, Tracking #06.02715 ATK Thiokol Inc. – Promontory Facility, EPA I.D. #UTD009081357 Dear Mr. Gosen: The Utah Division of Solid and Hazardous Waste has completed a review of the Temporary Authorization (TA) request identified above. Based on this review, it has been determined that the TA request contains the necessary information required by R315-3-4.3 [40 CFR 270.42(e) incorporated by reference] and that the request is necessary to allow treatment or storage in tanks or containers and to facilitate changes to protect human health and the environment. Based on these findings, the TA request is hereby approved for up to 180 days or upon approval of the Storage Permit modification to add container storage at the M-136 Burn Grounds, which ever comes first. As provided by this TA, ATK Thiokol Inc.- Promontory (ATK – Promontory) will be allowed to store reactive waste received from off-site in containers at the M-136 Burn Grounds. The reactive hazardous waste may be stored in burn trays for up to 14 days prior to treatment by open burning. The waste must be stored as described in your letter dated August 29, 2006 and in accordance with the State of Utah Hazardous Waste Management Rules. The M-136 Burn Grounds shall be inspected under this TA in accordance with the weekly off-site waste storage inspection form. If ATK - Promontory determines that different storage methods (other than those currently approved) are necessary, please follow the procedures for requesting approval of the different methods.
