Dear Mr. Gooch:

Attached is Emergency Permit UT-033-2006, authorizing ATK - Promontory to treat, by open burning, approximately 1000 pounds of uncured LUU-19 illuminant that was accidentally spilled
on the ground at the M-136 burn grounds. This emergency treatment permit was in effect for May 25, 2006. The U.S. Environmental Protection Agency (U.S. EPA) has authorized the Executive
Secretary to issue such a permit under Section 3006(b) of the Resource Conservation and Recovery Act (RCRA). This Permit is issued under the authority of 19-6-101 through 105, Utah
Code Annotated, as amended and R315-3.6.2. Also attached to this letter is a copy of the newspaper notice and the Emergency Permit Request Form.

ATK - Promontory is required to submit a copy of the burn log for May 25, 2006 to this office on or before June 22, 2006. The burn log should clearly indicate the burn station where
