The reporting period covered by this report is 1 March 2006 - 1 September 2006. This report contains details on two new SWMU's and the pilot lest for perchlorate in soil biotreatment. Baker, Director, Division of Water Quality SEMI-ANNUAL RFI PROGRESS REPORT 1 March 2006 -1 September 2006 ATK Thiokol Promontory Facility 1. Description and estimation of the percentage of the RCRA Facilities Investigation completed Two new sites are being added to the SWMU list, these are two septic tank drain fields in the Plant 3 facility, SWMU #678, M-201 septic tank drain field and SWMU #679, M-205 septic tank drain field. The addition of these new SWMUs is a result of increasing contamination levels in the water supply well in Plant 3 Well 3A. As described in previous correspondence with the DSHW, Trichloroethylene (TCE) and perchlorate have been detected in the well. The well is not a drinking water source and signs are posted that it is not to be used for dinking water. Both of the drain fields are domestic systems only with two hand washing sinks, and two showers and toilets connected to M-201 and two toilets and hand washing sinks being connected to M-205. ATK is developing a treatment system to address the contamination which will be detailed in a forthcoming letter. Pilot test for Treatment of Perchlorate Contaminated Soils. As described in the September 2005 RFI semiannual report, a perchlorate in soil treatment pilot test was started. This soil was the result of the cleanup of perchlorate spills including SWMU 677. The DSHW approved the test plan entitled Work Plan For a Con-ective-Measure Pilot Test to Evaluate Ex-Situ Remediation of Perchlorate-Contaminated Soil, September 2005. The bio-piles have not appeared to have gone anaerobic at this point as perchlorate degradation has been minimal. ATK has been investigating the mixing of additional simple sugar electron donors into the piles to enhance the biologic action and drive the piles anaerobic. More details will be provided to the Division prior to addition of the new amendment. 2. Summaries of all fmdings The Septic tanks for M-201 and M-205 were sampled and the results are attached. These results indicate that perchlorate is degraded in the septic tanks in addition to some TCE degradation. A risk assessment was performed for human health exposures to TCE and perchlorate under the water use exposure scenarios at Plant 3. The results of the risk assessment demonstrate that the current levels are protective of human heath. A copy of the risk assessment is attached. 3. Summaries of all changes made in the RCRA Facility Investigation during the reporting period The ongoing implementation of the perchlorate contaminated soil treatment pilot test. Two additional SWMU's, #678 and #679 were added to the SWMU list. 4. Summaries of all contact with representatives of the local community, public interest groups or State Government during the reporting period Correspondence regarding RFI activities has been limited to the Division of Solid and Hazardous Waste and the Division of Water quality. 5. Summaries of all problems or potential problems encountered during the reporting period There were no significant problems encountered during the reporting period. 6. Actions taken to rectify problems Thiokol continues to review all available information and pursue all avenues to resolve any uncertainty associated with the solid waste management units. 7. Changes in personnel during the reporting period There are no changes in personnel. The existing environmental staff will continue to conduct the sampling when possible. Contractors will be used when specialized equipment is required. 8. Projected work for the next reporting period Efforts for the next reporting period will focus on receiving approval for voluntary corrective measures, investigating additional solid waste management units, and report preparation. The perchlorate contaminated soil bio-remediation pilot test will be ongoing through the next reporting period. 9. This flag Is used when an analyte is found in the blank as well as the sample. Indicates an extimated value. This flag is used either when estimating a concentration for tentatively identified compounds or when the data indicated the presence of a compound that meets the identification criteria but the result is less than the EQL (e.g, 3 J with an EQL of 10). MDL Method Detection Limit: The minimum concentration of a substance that can be confidently measured and reported. The laboratory has demonstrated that the MDL can be achieved in a laboratory reagent blank, but does not guarantee it can be achieved in all sample matrices. EQL Estimated Quantitation Limit: The EQL generally is 5 to 10 times the MDL. For many analytes the EQL is selected as the value of the lowest standard in the calibration curve. Dilution Dilution Factor: The prepared sample was diluted by this factor because the Factor sample was too concentrated or due to other interferences in the sample matrix.
