The facts associated with this spill are outlined below: - A mix of LUU-19 was scraped due to suspected foreign matter - The uncured mix was placed into a sling bag for disposal at the burn grounds - The sling bag was positioned onto pallets that had been placed into the burn tray to enhance combustion - When the knuckle boom was disconnected, the bag tipped and about 1,000 lbs of llluminant spilled onto the soil. This occurred at about 1:10 pm on May25, 2006. - The spilled material is about the consistency of a thick molasses (6 CP) and therefore is not soaking into the soil - The LUU-19 llluminant is classified as a 1.3C explosive - You indicated that our notification to DEQ would cover all required notification. Therefore, we will not notify DERR or the NRC unless requested otherwise. Due to the hazardous associated with cleaning up this explosive, we request an emergency permit to burn it in place, next to the burn tray. We plan to burn this waste today, if the emergency permit is granted. If you have any questions, or need additional information, I can be reached at (435) 863-4479 or (435) 279-0216 (cell).
