RE: Subject: Request for a Temporary Authorization to Store Reactive Waste
From Off-Site in Burn Trays for up to 14 Days Prior to Open

Dear Mr. Downs,
ATK Thiokol-Promontory (ATK) requests a Temporary Authorization to store off-site
generated and received reactive waste at location M-136. We request authorization to
store this waste in bum trays for up to 14 days prior to open buming. This additional time
will allow us to better coordinate on-site pick ups with off-site received deliveries, and
will provide additional time to more efficiently and safely prepare the energetic waste for
open buming. Time restraints in the past have forced us to quickly prepare the waste for
open buming, without taking the time and exercising the care that should be given when
handling this type of hazardous waste.
ATK requests that this Temporary Authorization be valid for 180 days as authorized in 40
CFR 270.42(e). During this time, ATK will work with the State to secure a class 2
permit modification to address this storage issue. All storage under this authorization
will be in full compliance with 40 CFR part 264 standards, including packaging, labeling
and weekly inspections. Documentation of inspections and length of storage will be
available for inspection by DEQ. Notification of this request will be sent to the facility
mailing list and'local govemments within seven days as required".
