Dear Mr. Gooch:

The Division of Solid and Hazardous Waste (the Division) received your letter dated January 4, 2005 regarding the results of the Compliance Evaluation Inspection (CEI) and the revised
Inspection Checklist for the M-136 LTTA Post-Closure Inspections. Your letter was submitted in response to the Division’s request for information concerning wheel ruts that were observed
on the M-136 LTTA caps during the CEI that was conducted on September 22 and 23, 2004. The Division also requested that Thiokol revise the M-136 LTTA Inspection Checklist so that additional
types of problems could be documented.

Based on your letter, it appears that the actions taken by Thiokol to restore the LTTA caps and prevent people from driving on the caps in the future are adequate. In addition, the
Division agrees with the changes that Thiokol made to the LTTA inspection checklist that was submitted with your letter. Thiokol has adequately addressed the concerns that were identified
by the Division as a result of the CEI. Therefore, this letter will serve to close out the inspection.
