SOLID & HAZARDOUS WASTE
Dear Mr. Downs
Subject: Submittal of Results of Post-Excavation Sampling at M-39 and M-636
Photographic Waste Sites, ATK Thiokol Propulsion - Promontory,
UTD009081357
References: Letter from Dennis R. Downs to P. V. Hancock, dated July 25, 2003,
Hazardous Waste Management Units (HWMU) M39 and M636
Sampling Plan for Closure of M-39 and M-636 Photographic Waste Sites,
ATK Thiokol Propulsion, November 2003
In the referenced letter above, dated July 25, 2003, the Utah Division of Solid and Hazardous
Waste requested ATK Thiokol Propulsion collect additional data and respond to comments to
facilitate and complete the closure of Hazardous Waste Management Units (HWMU) M-39
and M-636. In response to these requests, Thiokol submitted Sampling and Analysis Plan to
Evaluate Areas of Potential Soil Contamination at M-39 and M-636, prepared by EarthFax
Engineering, Inc., November 2003, outlining additional work for closure. The work described
in this document has been completed, and we have enclosed a report, Results of Post-
Excavation Sampling at M-39 and M-636 describing the results of this work. We believe this
satisfies the requirements of the Division for closure of these two sites, and Thiokol petitions
the Division for closure of these two sites under R315-101. M-39 meets the requirements for
residential land use, and M-636 for industrial land use. Ecological effects are insignificant for
these sites. Thiokol will survey the contaminated portions of M-636, and submit a deed notice
to Box Elder County. We will submit a copy of this notice to the Division thirty days
following.
If you have questions or need additional information, please call John Holladay at 863-6895.
Sincerely
Paul V. Hancock, Manager
