RE: Request for Emergency Permit as Required Under R3I5-3-6.2, ATK
Thiokol, EPA ID # UTD009081357, Flare Mix
Pursuant to our oral request for an emergency permit from Mr. Jeff Vandel of your slaff on march
16, 2005. I hiive prepared this written follow-up letter. ATK Thiokol requests an emergency
permit to be valid through April 16,2005, to allow treatment wilh water of approximately 3,100
lbs of post burned flare illuminate bum ash. This flare material is composed of polymer,
magnesium, iron linoliate, succinic acid and a small amount of sodium nitrate. This material was
missing most ofthe sodium nitrate oxidizer, but still exhibits the characteristic of reactivity
(D003). Due to the lack of oxidizer, the asli resulting from buming of this waste continues to be
water reactive. This problem was discovered Monday afternoon on March 14, 2005 when a
sample of the ash was tested with water.
This test indicates that properly reacting this material with adequate watcr will complete the
reaction and render the waste non-hazardous and safe to handle. Once the ash has fully reacted.
with lhe water, the material will be solidiRed in the burn tray, then place in our onsite landfill for
disposal. The ATK Thiokol fire department will be on standby as needed during this operation.
The ingredients have been compared to the 40 CFR 268.48 Universal Treatment Standards table,
and found to be acceptable for direct burial.
Gene Curtis of my staff will be responsible for the safe treatment of this material, and he has
contacted Mr. Randy Wilde ofthe Bear River Health Department to notify him of our request for
an emergency permit.
Based on Mr. Vandel's verbal approval, we have proceeded wiih this treatment process as
explained above. This material is being stored at a less than 90 day storage facility, M-27, in a
total of 6 large sling bags. The material will be transported to the M-136 burn grounds for
thermal treatment followed by water treatment, as capacity permits. Thank you for your
