Box 707 Brigham City, UT 84302-0707 RE: Report on the Uptake of Perchlorate by Plants and the Potential for Human Exposure Via Consumption of Beef at the ATK Thiokol Propulsion – Promontory Facility #UTD009081357 Dear Mr. Hancock: This letter is in response to your correspondence dated July 21, 2003 regarding your investigation of the potential risk to human health from the ingestion of beef produced from cattle that have consumed vegetation and water contaminated with perchlorate. Your correspondence was in response to a letter from our office containing comments and questions on your original investigation of this issue dated April 25, 2003. The Division of Solid and Hazardous Waste (the Division) has reviewed your responses to our questions and the revised report on the potential human health risk associated with this exposure pathway. Based on current conditions and available data, the Division is satisfied with Thiokol’s conclusion that the risk posed to human health does not appear to be a concern. Perchlorate appears to be unlikely to accumulate in beef at concentrations that would be detrimental to humans based on the current understanding of perchlorate concentrations, grazing at the site, and the dynamics of perchlorate uptake into cattle. The Division expects that some of the uncertainties associated with the analysis, such as the concentration of perchlorate in forage, will be reduced by future investigations. As an additional precautionary measure, ATK should consider preventing ongoing exposures by fencing off areas known to be contaminated with perchlorate.
