Dear Mr. Montalto:

The Division received your letter dated June 9, 2003, wherein you sought agreement with an amendment to reduce the amount of Letter of Credit No. 216436002. We have initiated a review
of the financial assurance documents associated with Alliant Techsystem Inc. facility (ATK Thiokol Propulsion – Promontory) located in Utah that the letter of credit pertains to. We
have also contacted personnel at the facility to make them aware of our efforts. This financial assurance review will include a detailed assessment of the permit cost estimates for
closure and post-closure care to determine if the reduction is appropriate. As a result, the Division cannot at this time agree with the decrease in funding by $488,322.00 as indicated
in your Amendment No. 1 for the Letter of Credit No. 216436002. Please be advised that we are not accepting your Amendment No. 1 (returned with this letter) and our records shall continue
to show that the face value of said letter of credit is $6,212,844.00.
