Subject: Submittal of Statistical Evaluation of Soil Sampling Data Collected from
Photographic Waste Discharge Sites, ATK Thiokol Propulsion -
Promontory Facility, # UTD009081357
On April 29, 2003, Thiokol Propulsion and EarthFax Engineering met with Brad
Maulding, David Larsen, and Jeff Vandel of your staff, to discuss sampling data
necessary to characterize soil contamination at our Photographic Waste Discharge Sites.
We have evaluated the adequacy ofsamples submitted to the Division as part ofthe
photographic site closure report using USEPA methods DataQUEST and ProUCL, and
conclude that samples were sufficient to fully characterize soil contamination at the sites
for closure. Please review the attached report Evaluation of Remediation Data Collected
from Thiokol Photographic Waste Discliarge Sites. Ifthe Division substantially agrees
with these conclusions, we will submit risk assessments for closure ofthe HWHVIU sites
this summer. These closures will exclude groundwater contamination and SWMU
related contamination. These issues will be addressed separately, as part ofthe Post-
Closure Permit, or as part ofthe RFI.
