Box 144880 Salt Lake City, Utah 84114-4880 (801) 538-6170 (801) 538-6715 Fax (801) 536-4414 T.D.D. www.deq.state.ut.us Web FILE COPY March 26, 1999 UTAH DIVISION OF SOLID AND HAZARDOUS WASTE PUBLIC INFORMATION The Thiokol Corporation submitted to the Division of Solid and Hazardous Waste (DSHW) a Class 3 permit modification for its Hazardous Waste Storage Permit on December 22, 1997. The Thiokol Corporation requested modifying its permit to authorize the storage of waste solid rocket motors, add eight EPA hazardous waste codes, and revise permit conditions in the Waste Analysis Plan and Inspection Schedule. On July 20, 1998, Thiokol submitted an addendum to the permit modification request to authorize treatment of solid rocket motors (that are characterized as hazardous waste) in addition to storage. The treatment activity involved disassembly ofthe rocket motors to prepare them for disposal by open burning. The DSHW considered the disassembly process to be treatment of hazardous waste. Thiokol also requested to add five more EPA waste codes to the list of hazardous wastes it is authorized to store in containers at the facility. An initial public comment period for the modification request was held by the facility as well as a public information meeting. After the DSHW made the determination to issue a draft approval of the modification request, the DSHW held another public comment period as well as a hearing.
