Box 707 Brigham City, UT 84302-0707 RE: Class 3 Post-Closure Permit Modification #MOD99.03255 EPA LD. #UTD009081357 Dear Mr. Thompson: This letter is in reply to your request to modify ground water monitoring requirements that are established in Thiokol's Post-Closure Permit. The requested modification includes suspending the requirement to sample for the constituents contained in List 3 of the Permit, and to reduce the number of samples collected from the compliance point wells (for List 1 constituents) from four to one semiannually. These ground water monitoring requirements have been reviewed and discussed with Thiokol staff members, and it appears that, as mentioned in your letter, sampling other down gradient wells would be a better utilization of resources. The statistical test that requires four replicate samples from each well is not recommended by the Division of Solid and Hazardous Waste, and therefore the semiannual collection and analysis of four samples from each well is not required. In addition, based on the List 3 analytical results for ground water samples collected from compliance wells in the years 1989, 1990, 1991, 1993 and 1996, it appears that there has not been a release of any List 3 constituents to the groundwater. Continued analysis of these constituents every three years does not appear to be necessary. Since the requested changes to the Post-Closure Permit constitutes a Class 3 Modification, Thiokol must conduct a public information meeting and 60-day comment period. According to your letter, a notice regarding the permit modification, public information meeting, and 60-day comment period was published in local newspapers on August 18, 1999. Thiokol is also required to notify the facility mail list ofthe requested modification, and submit a $1,000 fee to the Utah Solid and Hazardous Waste Control Board. These requirements must be met by Thiokol immediately. r- September 15, 1999 Page 2 After the conclusion of the 60-day comment period on October 17, 1999, the Division will prepare a draft of the section of the Post-Closure Permit to be modified, and will conduct a public hearing and 45-day comment period.
