SUBJECT: Minutes of Public Hearing to Receive Comments on Thiokol's
Proposed Class 111 Storage Permit Modification
A Public Hearing was conducted by the Division ofSolid and Hazardous Waste (the Division) on
March 3, 1999 at the Brigham City Public Library to receive comments on Thiokol's proposed
Class III Permit Modification. No members ofthe public attended the hearing, and therefore, no
coinments were received.
The Modification has been requested to allow the storage and disassembly of waste solid rocket
motors, to revise the requirements of the Waste Analysis Plan, and to add thirteen EPA waste
codes for container storage at the facility. The Hazardous Waste Storage Permit was issued to
Thiokol in September of 1992. A public information meeting was held on the Permit
Modification request on September 2, 1998.
Ifthe Permit Modification is approved, the Permit would allow Thiokol to store and disassemble
waste solid rocket motors at its Promontory facility. Changes in the Waste Analysis Plan would
allow Thiokol to characterize hazardous wastes based on waste profile data sheets, that are
updated annuaUy, instead of requiring chemical analyses on 10% ofthe waste stream being
characterized. The addition of EPA waste codes would allow Thiokol to store the additional
hazardous wastes at its permitted container storage facility. The public comment period for the
pennit modification will end on March 13, 1999.

Request to Modify the Hazardous Waste Storage Permit

Ladies and Gentlemen, I call this hearing to order. This is a hearing to receive public comment on
Thiokol's request to modify its Hazardous Waste Storage Permit. The Modification has been
requested to allow the storage and disassembly of waste solid rocket motors, to revise the
requirements ofthe Waste Analysis Plan, and to add thirteen EPA waste codes for container
storage at the facility. The Hazardous Waste Storage Permit was issued to Thiokol in September

This hearing is being held under the authority of Title 19, Chapter 6, Section 104 ofthe Utah
Code Annotated, 1953 as amended.
My name is Jeff Vandel. 1 represent the Utah Solid and Hazardous Waste Control Board and
have been appointed by the Executive Secretary of the Board as the hearing officer.
The public notice for this hearing and the associated public comment period was published in the
January 27, 1999 edition of The Herald Journal, The Ogden Standard Examiner. Salt Lake
Tribune, and the Deseret News. Additionally, notice of this hearing was mailed to members of the
public who in the past have indicated a desire to be notified of such activities and was broadcast
on KSL radio on February 24, 1999. The public comment period for this Permit Modification
request began on January 27, 1999 and will conclude on March 13, 1999. Copies ofthe Draft
Permit Modification have been and are available for examination and public review at: the office
ofthe Division ofSolid and Hazardous Waste, 288 North 1460 West, Salt Lake City, Utah; the
Brigham City Library, 26 East Forest Street, Brigham City, Utah; and the Bear River District
Health Department, 655 East 1300 North, Logan, Utah.
Opportunity wUl be provided to any person desiring to participate in this hearing. Written
comments concerning the Permit Modification request will be received, and accepted for the
record, no later than 5:00 P.M., March 13, 1999. Oral coinments wUl be accepted at this hearing,
time permitting.
These proceedings are being recorded and a transcript of these proceedings wiU be available for
pubUc inspection at the Division of Sohd and Hazardous Waste, 4th Floor ofthe Martha Hughes
Cannon Health BuUding.
This is an administrative hearing and as such there wUl be no cross examination ofany
participants. Those who have questions or comments to make should state their names and direct
their questions or comments to me. 1 ask that you confine your remarks to the Permit
Modification request, and related issues, and Umit your remarks to 10 minutes or less. Comments
that are not pertinent may be ruled out of order.
It is the policy ofthe Department of Environmental Quality that this hearing remain in session for
at least one hour. If, during that hour, there comes a time when there is no one desiring to make a
comment or ask a question, the hearing wUl be recessed. At the end of the hour or when there is
an indication that someone would Uke to make a comment or ask a question, the hearing wUl be
reconvened and the record reopened. This hearing wiU then be concluded after aU those who
desire to make a comment have done so.
