Box 707 Brigham City, UT 84302-0707 RE: Class 3 Storage Permit Modification #MOD98.02877 EPA I.D. #UTD009081357 Dear Mr. Thompson: On December 22,1997, Thiokol first requested to modify its Storage Permit to authorize the storage of waste solid rocket motors, add eight EPA hazardous waste codes, and revise permit conditions in the Waste Analysis Plan and Inspection Schedule. On July 20, 1998, Thiokol submitted an addendum to the permit modification request to authorize treatment of solid rocket motors (that are characterized as hazardous waste) in addition to storage. Based on information provided by Thiokol, the treatment activity involves disassembly ofthe rocket motors to prepare them for disposal by open buming. The Division of Solid and Hazardous Waste (the Division) considers the disassembly process to be treatment of hazardous waste. Thiokol also requested to add five more EPA waste codes to the list of hazardous wastes it is authorized to store in containers at the facility. On March 16, 1998, the Division granted Thiokol Temporary Authorization to store solid rocket motors while the permit modification request was processed. This Authorization was reissued and expanded to include treatment of rocket motors on September 17, 1998. The Temporary Authorization expired on March 15, 1999. A public information meeting was held by Thiokol on September 2,1998 at the Brigham City Public Library to explain the proposed permit modification and to answer questions. Associated with the meeting, Thiokol conducted a 60-day public comment period that began on July 29,1998, and ended on September 29, 1998. Bear River City Mayor, Steve Holmgren, attended the public information meeting and asked for a summary of the contents of the permit modification. He was provided with a summary and his questions regarding the health risk to surrounding communities were addressed. No other comments were received from the public. Page 2 The Division prepared a draft permit modification after the 60-day public comment period expired. The Division then initiated a 45-day public comment period which began on January 27, 1999. A public hearing associated with the comment period was held by the Division on March 3, 1999 at the Brigham City Public Library in Brigham City, Utah. No one attended the hearing, and no comments were received from the public. The public comment period ended on March 13, 1999. With this letter, the Class 3 Permit Modification is hereby approved as it appears in the draft that went out for public comment, and as agreed upon by staff members of the Division and Thiokol. Approval of the permit modification became effective on March 15, 1999. Enclosed with this letter are the revised Modules and Attachments of the permit that were affected by the modification. A new module (Module IV - Miscellaneous Units) is included in the permit modification to address the disassembly of solid rocket motors.
